BAI Holds June 2026 Consultation on Animal Health Rules

Safe and effective animal medicines play a vital role in protecting livestock, poultry, and the livelihoods of Filipino farmers. To strengthen animal health regulations in the country, the Bureau of Animal Industry (BAI) recently gathered stakeholders for a public consultation on proposed guidelines covering veterinary drugs, biologics, animal health products, and medical devices.

The consultation was conducted on June 10, 2026, at the Animal Feeds, Veterinary Drugs and Biologics Control Division (AFVDBCD) building within the BAI Compound in Quezon City. The activity was led by the BAI through its AFVDBCD as part of efforts to improve the regulatory system governing veterinary products in the Philippines.

According to the bureau, the proposed guidelines aim to establish a clear regulatory framework for the licensing of veterinary establishments and the registration of veterinary drugs, biologics, animal health products, and devices. The measure seeks to ensure that products used in animal healthcare meet standards for safety, quality, and effectiveness before reaching farmers, veterinarians, and livestock producers.

The draft rules also outline procedures for product evaluation, facility inspections, post-market surveillance, and enforcement measures. These mechanisms are designed to help authorities monitor products even after they are released to the market, ensuring continued compliance with national standards and protecting animal health.

The consultation was facilitated by Dr. Ferdinand Tating, Officer-in-Charge of the AFVDBCD. A total of 18 participants attended the activity, including industry stakeholders and members of the BAI-Food and Drug Administration (FDA) Technical Working Group on the Transition of Regulatory Functions.

Participants were given the opportunity to review the proposed guidelines, raise concerns, and provide recommendations. Public consultations are considered an important part of the policymaking process, as they allow regulators to gather insights from affected sectors and improve the practicality of proposed rules before implementation.

The initiative comes as the livestock and poultry industries continue to face challenges related to animal diseases, biosecurity risks, and the need for safe veterinary products. Effective regulation helps ensure that medicines and health products used in animals are properly evaluated and monitored, reducing risks to animal welfare, farm productivity, and food safety.

Officials said comments and suggestions gathered during the consultation will be reviewed and incorporated into the final version of the guidelines. Once finalized, the regulations will serve as the basis for the full implementation of the updated framework governing veterinary drugs, biologics, and related animal health products in the country.

As the Philippines continues to strengthen its animal health system, collaboration between government agencies, industry stakeholders, and veterinary professionals remains essential in ensuring the availability of safe, high-quality, and effective products that support the growth of the livestock sector and the nation's food security.
