Under the proposed program, the NDA plans to develop and enhance several digital platforms. These include an Online License to Operate (LTO) Portal for dairy processors, an Online Certificate of Product Registration (CPR) System, a Milk Feeding Program Monitoring Application, and an upgraded Online License to Operate Information System. The platforms will allow users to submit applications online, upload documentary requirements, monitor application status, and receive automated notifications.
The modernization effort also includes the establishment of a secure and unified network linking the NDA Central Office with regional and satellite offices across the country. This system is expected to improve information sharing, facilitate real-time coordination, and ensure reliable access to regulatory data nationwide.
The initiative comes as the NDA takes on expanded responsibilities under Republic Act 12308, or the Animal Industry Development and Competitiveness Act. The law grants the agency greater authority in regulating the dairy industry, including the issuance of Licenses to Operate and Certificates of Product Registration for dairy products. These functions are essential in ensuring food safety and maintaining industry standards.
Officials believe that digitalization will strengthen food safety oversight, improve monitoring of milk-feeding programs, support data-driven decision-making, and contribute to the government's broader goal of digital transformation and ease of doing business. The program is also expected to reduce administrative burdens and lower transaction costs for dairy enterprises.
