DA Trains Staff in NCR to Improve Farm Road Projects

For many farmers, a reliable farm-to-market road means faster delivery of crops, lower transportation costs, and better access to buyers. These roads play a vital role in bringing agricultural products from rural communities to markets, helping increase farmers’ income and reduce post-harvest losses.

To strengthen the implementation of these important infrastructure projects, the Department of Agriculture (DA) conducted a series of capacity-building activities for personnel involved in farm-to-market road (FMR) development and management.

Led by the Special Engineering Programs and Projects Division of the Bureau of Agricultural and Fisheries Engineering (BAFE), in partnership with the DA Regional Field Offices, the Orientation-Workshop on the Procurement Process for FMR Projects and the Training on FMR Construction Supervision and Project Management were held simultaneously in the National Capital Region from May 27 to 29, 2026.

The training aimed to improve the technical, operational, and management skills of DA personnel responsible for procurement, construction supervision, and project implementation. Officials said strengthening these competencies is essential to ensure that infrastructure projects are completed efficiently, transparently, and according to government standards.

During the three-day activity, participants received guidance on the proper application of procurement laws and regulations, preparation of procurement and technical documents, project planning and scheduling, contract administration, quality assurance, workplace safety, and environmental compliance.

The sessions combined technical discussions with practical learning activities. Participants took part in workshops, process-mapping exercises, case studies, simulated supervision activities, and plenary presentations designed to strengthen their understanding of real-world project management challenges.

According to organizers, the training focused on ensuring transparency in procurement, improving coordination among implementing units, enhancing project monitoring, and supporting the timely completion of quality infrastructure projects. These measures are expected to help reduce delays and improve the overall effectiveness of government-funded farm-to-market road programs.

Farm-to-market roads remain a key component of the government's agricultural development strategy. By improving rural connectivity, these roads help farmers transport crops more efficiently, lower logistics costs, and gain better access to markets and essential services.
