NTA Launches RSAS to Monitor Tobacco Industry

Government officials and tobacco industry representatives gathered this week as the country rolled out a new digital monitoring system aimed at improving transparency and strengthening regulation in the tobacco sector.

The National Tobacco Administration has started implementing the Registration System for Agri-Storage (RSAS) through a pilot orientation designed to improve monitoring, accountability, and compliance across the tobacco industry.

The orientation was led by the NTA Regulation Department headed by Rohbert A. Ambros. The initiative follows the implementation of Republic Act No. 12022 and guidelines under Department of Agriculture Memorandum Circular No. 03, series of 2026.

Officials said the RSAS Digital Platform forms part of the government’s broader modernization and digitalization efforts aimed at strengthening oversight in the agriculture sector. Through the system, authorities hope to improve transparency in transactions and help prevent illegal activities linked to agricultural trade and storage.

During the orientation, participants were guided through the step-by-step registration and enrollment procedures for the digital platform. Discussions also covered operational requirements, system functions, and compliance responsibilities for stakeholders involved in the tobacco industry.

Luke T. Jickain of the Agricultural and Fisheries Logistics Office explained the legal framework supporting the implementation of RSAS. Meanwhile, Darlene R. Abainza presented an overview of the system, while system developer Jay Von Paul M. Malabanan conducted a live demonstration of the platform.

The two-day orientation gathered participants from different sectors of the tobacco industry. The first batch, held face-to-face on May 18 at the NTA Central Office Training Room, was attended by registered importers, exporters, manufacturers, and transhippers.

The second batch was conducted virtually on May 19 for registered wholesale tobacco dealers, redrying plants, buying stations, and branch office representatives.

NTA Administrator and Chief Executive Officer Belinda S. Sanchez reaffirmed the agency’s support for the implementation of RSAS, saying the platform is part of ongoing reforms to modernize regulatory systems in agriculture.

Sanchez emphasized the importance of cooperation among industry stakeholders to ensure the success of the new digital platform. She said stronger compliance and monitoring systems can help improve accountability and reduce activities linked to agricultural economic sabotage.

The tobacco industry remains an important source of livelihood for thousands of Filipino farmers, especially in northern Luzon provinces where tobacco farming is widely practiced. Government agencies continue to strengthen monitoring systems to ensure proper regulation, protect legal trade, and support industry sustainability.

Officials believe digital systems such as RSAS can help streamline reporting processes and improve real-time monitoring of agricultural products and storage activities. The initiative is also expected to support more efficient coordination between regulators and industry stakeholders.

As the government pushes for greater modernization in agriculture, authorities are encouraging all stakeholders to actively participate in the transition toward digital monitoring systems that promote transparency, efficiency, and accountability in the tobacco sector.
